The Draft General Plan 2045 is now available for public review
On March 1, 2021, the City Council made updating the Livermore General Plan and Housing Element Update a priority for the following two years.
In October 2021, the City Council appointed a General Plan Advisory Committee to work with City staff on updating Livermore’s General Plan, originally adopted in 2004.
The Draft General Plan 2045 builds on Livermore’s existing plan, updated to reflect community priorities, address current challenges, and improve clarity. This milestone is the result of an extensive public process, including more than 48 outreach events and 34 GPAC meetings since 2021.
Draft General Plan 2045 includes a Vision Statement, Guiding Principles, and goals and policies organized into elements such as Land Use, Mobility, Community Identity, Open Space, and Economic Development. It incorporates key themes of sustainability, economic vitality, innovation, and thoughtful land use planning, while maintaining Livermore’s core values of protecting open space and agriculture, celebrating its wine country heritage, advancing science and technology, and strengthening Livermore’s vibrant Downtown.
Opportunities for community feedback will run through April 2026 and include an open house, pop-up events, and online tools. To review the document and provide feedback, please visit ImagineLivermore2045.org.
