On July 27, 2026, the City Council adopted General Plan 2045, marking the culmination of a multi-year update process. General Plan 2045 is now the City’s guiding framework for future growth, development, mobility, housing, environmental protection, and community priorities.

General Plan 2045 builds on Livermore’s previous plan and reflects updated community priorities, current challenges, and improved clarity. The adopted plan is the result of an extensive public process, including more than 50 outreach events and 35 General Plan Advisory Committee meetings.

The General Plan includes a Vision Statement, Guiding Principles, and goals and policies organized into elements such as Land Use, Mobility, Community Identity, Open Space, and Economic Development. It incorporates key themes of sustainability, economic vitality, innovation, and thoughtful land use planning, while maintaining Livermore’s core values of protecting open space and agriculture, celebrating its wine country heritage, advancing science and technology, and strengthening Livermore’s vibrant Downtown.
