• Register for a Citizen Access account at
  Accela Citizen Access and login to your account

• Contractors - before submitting, please ensure Business License is active for 2025. You may contact The City of Livermore Business Support Center at (866) 240-3665 or apply/renew online. Click "Sign Up", click "Business Account" **  Please save and upload the confirmation page with your company name and information for proof.

• Review type of permit to determine which permit(s) you need 
• Select “Create Application”. Review and accept the General Disclaimer terms.
• Click “Continue Application”
• Select the type of permit you need and click “Continue Application”

Complete the online form by using the directions to understand what is required for each section. If any steps or required information are missing, error messages will pop up at the top of the screen to inform you of what needs to be fixed.

Address Tip:  For best results, please enter the Street # ONLY and click “Search”.  If only one address is available, it will populate the address, parcel number and owner.  If multiple addresses are available, select the correct address for your project. If the parcel number or owner has recently changed, leave them as is to submit the permit request. Then inform Permit Center staff that these items need to be corrected. Staff can do this in the backend of the system.

Guide for Applying for a Permit with Electronic Plan Review

Upload any plans/documents required for review.  Please see Electronic Plan Submittal Requirements. Based on the application type, the intake process will notify you of documents that may be required specific to your application.

• After your permit request is successfully submitted, you will see the new record number in your Citizen Access account under “My Records”. The record status will be “Applied”.
• Processing staff will review new submittals in the order they are received. You will receive an email that it has been received and is under review.
• The new request will be reviewed by staff to determine if enough information has been provided for processing. If necessary, information is missing for review and processing, you will be contacted via email with the information or actions necessary for the application to be processed.
• When all required information is provided, the review will be conducted.
• When the application has been processed, you will receive an email notification that corrections are required. If approved, notification to pay fees online. 
• For permits without Electronic Plan Review - after payment has been processed, you will automatically receive the receipt and permit documents via email. The permit documents and job inspection card must be printed and be available on site for inspection.
• For permits with Electronic Plan Review - after payment has been processed, you will automatically receive the permit and Inspection Card documents via email. For the "Approved Plans/Documents", go to the "Digital Projects" tab for that permit. Make approved plans and documents available on site for inspection.

After corrections are made, refer to Responding to Comments and Resubmitting for instructions to properly respond to comments and submit plans/documents.

• Plan Check fees are due at time of resubmittal. The balance of fees are due at time of approval.
• When the resubmittal has been reviewed, you will receive an email notification if additional corrections are required. If approved, you will receive notification to pay fees online.
• For permits with Electronic Plan Review - after payment has been processed, you will automatically receive the permit and Inspection Card documents via email. For the "Approved Plans/Documents", go to the "Digital Projects" tab for that permit. Make approved plans and documents available on site for inspection.

Complete a Revision Application and email it to permitcenter@livermoreca.gov. Staff will create a revision record and notify you when the revision documents can be uploaded for review.
