Housing & Human Services Grant Process
The City of Livermore Housing and Human Services Grant program helps fund critical safety net services for low-income community members, including young people, families, unhoused people, community members with disabilities, seniors, and veterans. Housing and Human Services Grants are funded through a combination of federal community development grants and local funds. The annual grant process is stewarded by the Livermore Human Services Commission, which reviews each application and makes funding recommendations to the Livermore City Council.
FY 2025-2027 Housing and Human Services Grants
The City of Livermore is not currently accepting applications for the FY 2025-2027 Housing and Human Services Grant Program. More information about the grant application process is below:
*Starting in FY 2025-2026, the City of Livermore will be implementing a two-year grant program and funding will be awarded for FY 2025-2026 and FY 2026-2027. There is also a revised joint Tri-Valley Housing and Human Services grant application to apply for funding from the City of Dublin, Livermore and Pleasanton.*
November 8, 2024- Notice of Funding Availability (NOFA) is released
November 25, 2024- Grant Application is released in ZoomGrants
December 4, 2024- Virtual Tri-Valley Grant Application Workshop @ 10:00 a.m-12:00 p.m. The cities of Livermore, Pleasanton and Dublin are co-sponsoring and application workshop for FY 2025-2027 Grants. Applicant attendance is mandatory to apply for the Livermore, Pleasanton, and/or Dublin Grant Funding.
January 17, 2025 @ 4:00 p.m.- Grant Application Deadline
February 11, 2025- Human Service Commission Meeting @ 6:00 p.m.- Applicant Presentations to the Human Services Commission. Applicant attendance is mandatory for grant funding. For information regarding the meeting please visit the Human Services Commission website.
February 25, 2025- Human Service Commission Meeting @ 7:00 p.m.- The Human Services Commission reveals the Grant Application scoring results. Applicant attendance is not mandatory, but all are welcome to attend. For information regarding the meeting please visit the Human Services Commission website.
March 11, 2025- Human Service Commission Meeting @ 7:00 p.m.- The Human Services Commission reviews and approves funding recommendations. Applicant attendance is not mandatory, but all are welcome to attend. For information regarding the meeting please visit the Human Services Commission website.
April 28, 2025- City Council Meeting @ 7:00 pm. -The Council will consider the local grant funding recommendations from the HSC at this meeting. June 23, 2025- City Council Meeting @ 7:00 pm - The Council will consider the federal grant funding recommendations from the HSC and hold a public hearing on the 2025-2029 Consolidated Plan, FY 2025-26 Action Plan, and the Citizen Participation Plan at this meeting. Funding Priorities & Accomplishments
In Summer 2024, the Human Services Commission conducted a community needs process to identify funding priorities, which were adopted by Council on October 28, 2024, and are summarized here: FY 2025-2027 Grant Priorities.
The FY 2025-2029 Consolidated Plan and FY 2025-2026 Annual Action Plan establishes priority needs for all projects funded with Community Development Block Grants (CDBG) and HOME Investment Partnership resources and describes how the City will leverage the CDBG funding for the period of July 1, 2025, through June 30, 2026.
The 2024-2025 Consolidated Annual Performance and Evaluation Report (CAPER) summarizes the results and accomplishments of federally funded projects from July 1, 2024 to June 30, 2025.

Current Grant Cycle
In Summer 2024, the Human Services Commission conducted a community needs process to identify funding priorities, which are summarized FY 2025-2027 Grant Priorities.
On April 25, 2025, the Livermore City Council approved the grant funding for the Human Service Facility Fee, the Affordable Housing In-Lieu and the Social Opportunity Endowment Fund (Resolution # 2025-065). On June 23, 2025, the Livermore City Council approved the grant funding for the Community Development Block Grant (CDBG) and HOME grant (Resolution #2025-100). On January 26, 2026, the Livermore City Council approved the grant funding for the General Fund and additional Social Opportunity Endowment Fund Funding (Resolution #2026-007). The grant funding will fund 21 activities provided by 14 public and nonprofit agencies beginning July 1, 2025 through June 30, 2027 for a total of $2,375,098. These funds, leveraged with other local public and private funding sources, will serve over 4,500 low-income, senior, youth, unhoused, and disabled Livermore community members per year.
