The City of Livermore provides various programs that offer financial assistance, counseling, and education for income-qualified families who are looking to purchase a home in Livermore. The Affordable Homeownership Program, also known as the Below Market Rate Program, is an important part of the City’s several affordable housing programs that help low- and moderate-income households purchase a home at a below market rate and get financial assistance with the down payment.

Program Pre-application

Households are invited to submit a pre-application form for both new and resale homes. Those who submit a pre-application will be ranked according to City application preferences and contacted as units become available.
