This project is to remediate a currently City owned development between First Street, L Street, Railroad Avenue, and Livermore Avenue. Historical activities contaminated surface soils with metals, and hydrocarbons. Additionally, drycleaning operations contaminated deeper soil, soil vapor, and groundwater with organic chemicals. Removing soils with high concentrations and extraction of soil vapor will reduce contaminants below levels of concern for the planned land uses. Remediation will reduce exposure risks and reduce the risk of groundwater contamination.

Three environmental clean-up cases have been opened with the Regional Water Quality Control Board for the following previous businesses: J Cleaners, Quality Cleaners, and the Railroad Depot/lumber yard. This project is working towards obtaining site closure from the Regional Water Quality Control Board.

The project will include: 

  • Environmental testing and analysis,
  • Oversight by the Regional Water Quality Control Board,
  • Excavation of surface soils in the proposed development areas and deeper soils at each former dry cleaner location. Excavations will be backfilled with clean imported soil.
  • Construction and operation of remediation systems to extract belowground soil vapors to minimize residual impacts following excavation activities, and
  • Post-remediation compliance testing and closure.

To assist in funding the City's remedial efforts, the City was awarded the Equitable Community Revitalization Grant from the State of California Department of Toxic Substances Control. The grant reimburses eligible remediation expenses for cleanup of the Quality Cleaners and Railroad Depot/lumber yard sites, both situated at and next to the L-Street Garage project, through February 2027.
