Traffic calming projects are intended to help reduce speeds and cut-through traffic in residential neighborhoods. The main priority of this project is to reduce speeds and cut-through traffic along Bluebell Drive and other streets in the area.

For this project, the City recommends installing painted traffic circles with reflective markers at the following intersections:

Bluebell Drive and Scenic Avenue
Bluebell Drive and Lilac Avenue
Heather Lane and Lilac Avenue
Bluebell Drive and Heather Lane
Bluebell Drive and Wisteria Way

In addition, the existing radar speed feedback signs on Bluebell Drive will be relocated to a location north of Scenic Avenue. More details may be found under the Project Schedule and Status and Public Outreach tabs below.

Project Schedule and Status

Current Status: The City is soliciting feedback on the proposed painted traffic circles. If the feedback is mostly positive, staff will move forward.

Project Design: Expected to be complete by the end of March 2026.

Project Construction: Expected to start July 2026.

Public Outreach

The City scheduled two outreach meetings to present the proposed design and solicit feedback from residents.

First Outreach Meeting

The first outreach meeting took place on 12/4/25 via Zoom. You can view the meeting recording below:

In the first outreach meeting, the City proposed adding speed cushions on Bluebell Drive, Heather Lane, and Lilac Avenue. Volunteers were requested to gather signatures in support of the speed cushions.

Second Outreach Meeting:

The second outreach meeting took place on January 21, 2026, at Andrew N. Christensen Middle School.

The proposed speed cushions, presented in the first outreach meeting, required volunteers to collect signatures in support of the project. As no community members volunteered and feedback did not support this option, it was removed from consideration. As an alternative, the City discussed painted traffic circles with reflective markers.

Next Steps:

Send comments/feedback regarding the proposed painted traffic circles to Kristina Mai, klmai@livermoreca.gov by Thursday, February 5, 2026.
If the feedback is mostly positive, staff will move forward with painted traffic circles and send notices with the design in the next few months.
Another outreach meeting may be scheduled depending on feedback received.
