City Council members are appointed to a variety of intergovernmental agencies in order to represent the City’s interests and to influence policies and regulations of other agencies. Below are the current assignments.

Alameda County Transportation Commission (ACTC)

The mission of the Alameda County Transportation Commission (Alameda CTC) is to plan, fund and deliver transportation programs and projects that expand access and improve mobility to foster a vibrant and livable Alameda County.

Altamont Landfill Community Monitor Committee
Ben Barrientos – Member
The Committee along with the Local Enforcement Agency reviews the landfill’s activities and reports its findings to the community.

Altamont Landfill Open Space Account Advisory Committee
Kristie Wang– Member
To prepare two lists of properties for acquisition in fee or permanent easement, one for each of the geographic areas of concern. The priority lists shall give first priority to acquisition of property having significant value for preservation of native biological diversity and/or wildlife habitat and second priority to acquisition of property having significant value for visual character and/or non-motorized recreation. The Committee shall also prepare proposed allocations of funds in the Open Space Account for expenditure during the upcoming year from each of the proposed priority lists.

Association of Bay Area Governments (ABAG) General Assembly

ABAG’s General Assembly, which meets at least once a year as part of the GA Conference, determines policy and adopts the annual budget and work program. In addition, the GA reviews policy recommendations from the ABAG Executive Board, establishes annual membership fees, and reviews the bylaws of the ABAG Association.

Ava Community Energy

Ava is a public power agency created in 2018 to provide greener energy, low rates, and local community benefits.

Chamber of Commerce Liaison

The Livermore Valley Chamber of Commerce is a membership association comprised of private businesses, non-profit organizations, public agencies and individuals.

League of California Cities East Bay Division

The East Bay Division includes 33 cities in Alameda and Contra Costa counties, and provides members with the opportunity to exchange ideas and information and share the advantages of cooperative advocacy.

Livermore-Amador Valley Transit Authority (LAVTA)

Livermore Transit Authority provides bus & paratransit service throughout Dublin, Pleasanton, Livermore & surrounding unincorporated areas of Alameda County.

Livermore-Amador Valley Water Management Agency (LAVWMA) Joint Powers

The Livermore-Amador Valley Water Management Agency (LAVWMA) is a joint powers agency created in 1974 by the cities of Livermore and Pleasanton and the Dublin San Ramon Services District for the purpose of discharging their treated wastewater to San Francisco Bay.

Livermore Cultural Arts Council (LCAC)

The Livermore Cultural Arts Council (LCAC) is a coalition of non-profit arts and education groups supporting each other through networking, resource sharing, and coordination.  These collaborative efforts serve to strengthen the organizations while promoting greater community engagement in the cultural arts.

Livermore Downtown, Inc. (LDI)

Through a joint effort of public and private sectors, Livermore Downtown Inc. was created to preserve the heritage of historic downtown Livermore, to promote economic prosperity, and to restore the downtown’s identity as the viable town center according to the National Main Street Program’s four point approach to revitalization.

Livermore-Pleasanton Fire Department Joint Powers Authority (LPFD JPA)

LPFD was created in 1996 when leaders from the two Cities merged their separate fire departments to better utilize resources for fire and emergency services to the communities. The commitment continues as it was at the start of LPFD to ensure and provide exceptional fire and emergency services to both communities in an operationally efficient and fiscally responsible manner. In doing so, LPFD is focused on the recruitment and retention of a well-trained, equipped, and diversified workforce to achieve this commitment.

StopWaste
(ACWMA and the Alameda County Source Reduction and Recycling Board)

The Recycling Board is responsible for programs that promote source reduction, recycling, recycled product procurement, market development, and grants to non-profit waste reduction enterprises. Program funding is provided from a per ton disposal surcharge at the Altamont and Vasco Road landfills.

Tri-Valley Community Television been broadcasting since 1976 and is the government and public education channel serving the cities of Dublin, Livermore, and Pleasanton, California.

Tri-Valley San Joaquin Valley Regional Rail Authority

The Tri-Valley-San Joaquin Valley Regional Rail Authority is a special-purpose district body formed for the sole purpose of providing a public transit connection, known as Valley Link, between broad-gauge Bay Area Rapid Transit and standard-gauge Altamont Corridor Express services, in Northern California.

The TVTC periodically evaluates the impacts of projected land uses on regional transportation infrastructure in the Tri-Valley area. The Tri-Valley Transportation Council (TVTC) oversees the expenditures of the Tri-Valley Transportation Development Fund.

Discusses topics of mutual interest between Zone 7, the cities and retail water agencies, including rate change issues.

Alameda County Airport Land Use Commission (ALUC)
APPOINTMENT MADE BY INTERGOVERNMENTAL AGENCY

In accordance with Section 21674(b) of the California Public Utilities Code, an ALUC has the authority "to coordinate planning at the state, regional and local levels so as to provide for the orderly development of air transportation, while at the same time protecting the public health, safety, and welfare"; to prepare and adopt airport land use plans; and to review and make recommendations concerning specified plans, regulations and other actions of local agencies and airport operators. In addition, ALUCs review plans for proposed new airports or heliports.

The Alameda County Mayors’ Conference was created in 1954 to:

  • develop and maintain a means of cooperative effort and understanding in matters of mutual interest and concern;
  • assemble information helpful in the consideration of problems peculiar to the various areas of the county;
  • provide guidance for united city action in dealing with local municipal affairs;
  • serve as a city-county relations organization;
  • consider, study and make recommendations regarding regional problems;
  • explore all practicable avenues of thought advanced in the interest of local public welfare and policies.
