How to Participate in a City Council Meeting
Starting with the July 13, 2026, City Council meeting, City Council meetings will hybrid. The City provides the public access to view City Council meetings in person in the City Council Chamber (1016 S. Livermore Ave.), and also via Zoom, YouTube and TV29.
Please note, the City Council is prohibited by State law from taking action on any items that are not listed on the agenda.
Public Comment Instructions
Submission of Comments Prior to the Meeting
Via Email
Comments may be submitted via email by the public to the City Clerk’s Office (CityClerk@LivermoreCA.gov). Items received no later than 12 p.m. on the day of the meeting will be provided to the City Council and available on the City website prior to the meeting. These items will NOT be read into the record.
Via eComment Portal
The public may review agenda items in detail and submit their comments online via eComment using the eComment link on the City website. eComments may be up to 1,000 characters in length and will be accepted up until 4 p.m. the day of the meeting. These items will NOT be read into the record and are viewable by the City Council and the public upon submittal.
Submission of Comments During the Meeting
Speakers have three minutes to speak; however, the Presiding Officer may reduce the amount of time based on the number of persons wishing to speak. No public comment is accepted via YouTube.
In Person
To submit a comment in person, the public is requested to complete a speaker card for each item. Speaker cards are available in the Civic Center Meeting Hall lobby. Indicate the agenda item number on the card and submit the card directly to the City Clerk up until the public comment period for that item has closed. Please note, speakers may not submit a card for other speakers. When called upon to speak, approach the podium.
Via Zoom (remote public comment)
To submit a comment using Zoom, use the 'raise hand' feature when the agenda item for which you wish to speak begins and wait to be called upon to speak.
Over the Phone (remote public comment)
To provide public comment over the phone, press *9 to raise your virtual hand to speak when the agenda item for which you wish to speak begins and wait to be called upon to speak.
