The Library Board meets on the fourth Thursday each month at 7:00 p.m. in the Mendenhall Room of the Civic Center Meeting Hall, unless otherwise posted. All meetings are open to the public and subject to the Ralph M. Brown Act.

The Library Board of Trustees consists of five members, all of whom are residents of the City of Livermore. Members shall serve no more than three consecutive three-year terms or a total of nine years, unless the member was selected to complete an unexpired term or unless otherwise noted. Three members constitute a quorum of the Library Board of Trustees. A quorum of the members must be present to conduct any business. 

The Library Board of Trustees has the following duties and responsibilities:

• Carry out all duties, including preparation of an annual report, as required by the California Education Code.
• Serve as advocates for the library, within the community and the state.
• Know the programs and needs of the library in relation to the community and keep abreast of standards and library trends, assist the librarian in planning the library program, and support the librarian and staff in carrying out said programs.
• Assist in establishing financial support for library programs.
• Assist in the preparation of the annual budget.
• Know local and state laws and actively support library legislation in the state and nation.
• Assist in establishing library policies dealing with the library collection.
• Support the goals and priorities adopted by the City Council.
