City of Livermore Announces Appointment of New City Attorney

The City of Livermore is pleased to announce the appointment of Kimberly D. Cilley as the new city attorney. She assumes her role on Monday, September 29. 

Cilley brings more than 20 years of municipal law experience to Livermore. She returns to the city, where she previously dedicated six years of service, progressing from her initial role as assistant city attorney in 2017 to senior assistant city attorney. 

“We are thrilled to welcome Ms. Cilley back to the City of Livermore to lead our City Attorney’s Office,” said Mayor John Marchand. “Her deep understanding of our organization’s high ethical standards, coupled with her knowledge of our city’s culture and history, makes her an outstanding fit.”

Cilley comes to Livermore after serving as the assistant city attorney for the City of Pleasanton, where she provided counsel on land use, annexation, affordable housing, and state housing law. Prior to her time in Pleasanton, Cilley served the cities of Mountain View and Morgan Hill.

Throughout her career, Cilley has had a proven track record in successfully negotiating housing and commercial projects, revising city ordinances to ensure compliance with state and federal law, and representing cities in civil litigation, administrative hearings, and code enforcement cases. Her work is guided by her expertise in land use law, including the California Environmental Quality Act, the Permit Streamlining Act, the Subdivision Map Act, and affordable housing laws. 

“It is a true honor to be back in Livermore to continue serving a community and organization I know well and respect greatly,” said Cilley. “I look forward to partnering with the City Council and staff to not only uphold the City’s ordinances but also to provide thoughtful legal counsel needed to achieve the City’s strategic goals.” 

Cilley holds a Juris Doctor from McGeorge School of Law and bachelor’s degree in political science from the University of California, Santa Barbara. Additionally, she recently earned a Land Use and Planning Certificate from the University of California, Davis. She has also participated in numerous leadership development programs, such as Leadership Livermore, Leadership Pleasanton, and the Alameda County Leadership Academy.  

Cilley succeeds former City Attorney Jason Alcala, who retired in August, after serving 21 years with the city. Senior Assistant City Attorney Tara Mazzanti is serving as the acting city attorney during the transition.
